The bank that owns a troublesome vacant six-unit apartment building on Ten Eyck Street will not pursue a use variance to convert it back to an apartment building. In a letter last week, Joshua S. Werbeck, the lawyer for Banco Popular of North America, New York City, notified city officials that the bank was withdrawing a request for a use variance to re-establish a long-abandoned property at 165 Ten Eyck St. as an apartment building.
