Now, three years later, the project is moving through all the regulation process, but estimates of the costs to homeowners have jumped, and some are wondering if they will go higher. Yet Assemblyman Jamel Holley , who first proposed the development when he was borough mayor, remains an enthusiastic advocate of the plan, saying the need for the services is worth the price.
