The U.S. Supreme Court gave cities good news on Monday when it ruled 5-3 — newly-sworn-in Justice Neil Gorsuch didn't participate — that the city of Miami can sue banks for peddling high-interest home loans in black and Hispanic communities, predatory lending that some charge led to the Great Recession. But the ruling in Miami's favor came with a legal hitch: Cities must now prove that predatory loans directly led to lost tax revenue or higher municipal spending to remediate blight or other kinds of damages.
