Essex County, N.Y., leaders recommend hiring tax-search experts to eliminate a backlog of foreclosed-upon properties so they can be auctioned off. Properties that have reverted back to the county in the tax years 2012, 2013, 2014 and 2015 are creating the logjam, said County Treasurer Michael Diskin.
