As home sales jump across the state, San Mateo County is finding itself in the unique situation of having both slumping home sales and dropping home prices, according to a report issued yesterday by a real estate tracking firm. Home sales in California jumped 65 percent in September from a year ago, as homebuyers seized sharply discounted foreclosed homes and other properties, according to the MDA DataQuick report.
