The Development Authority of the North Country is ready to embark on a $ 1 million effort to help turn around troublesome residential bank foreclosures in the city. The $ 1 million pilot program will be used to acquire bank-foreclosed properties in Watertown and renovate the homes, said Michelle L. Capone, DANC's regional development director.
