Before Erie County Clerk Michael Kearns left the State Assembly to take over the clerk's office, at the end of December, he succeeded in getting new laws on the books to hold banks more accountable for properties they have foreclosed on, including the “Foreclosure Relief Act”. Kearns has continued his efforts against zombie property, and now believes a new partnership with the Columbia University Law School could bring an end to the county's scourge of “zombie properties”.
