New state legislation that will expedite foreclosure proceedings and address the state's zombie properties — 303 of which have been identified on Staten Island — was finalized on Wednesday. The state Department of Financial Services finalized a regulation protecting communities from the blight of “zombie properties” — those homes left to decay in the middle of the foreclosure process — by requiring that banks and mortgage providers report and maintain vacant and abandoned properties.
