More homeowners in Northeastern Pennsylvania are hanging onto their houses as the foreclosure rate again reached its lowest point since before the housing market crash, new data shows. The Scranton/Wilkes-Barre/Hazleton metro area's foreclosure rate in October 2016, the most current month available, was 1.44 percent among all outstanding mortgages, according to Irvine, Calif.-based CoreLogic, an analytics firm that studies, among other things, the real estate market.
