In 2015, Oswego developer Thomas Millar had high hopes to rehabilitate a three-story commercial building at 259 JB Wise Place into new upper-floor apartments and renovated commercial space. And now the building is going through foreclosure and Mr. Millar has defaulted on a nearly $ 41,000 loan with the Watertown Local Development Corp., also known as the Watertown Trust.
