Saddled by student debt and memories of the foreclosure crisis a decade ago, fewer young people are buying homes, even as rental prices march ever upward. In the Capital Region of Albany, N.Y., median monthly rent crossed the $ 900 mark two years ago and the number of “cost-burdened” renters – those spending more than 30% of their income on housing – is approaching 50%.
