A decade after the foreclosure crisis wreaked havoc on Cleveland and the rest of the country, the area's real-estate market is doing better but has not fully recovered from years of mismanagement and rampant fraud. Lenders lost millions of dollars and many went out of business in the wake of the subprime mortgage crisis that began in 2007.
