Clearwater City Council members are considering implementing a program that will allow the city to foreclose on blighted properties that have code enforcement liens and no compliance efforts. During a meeting on Dec. 21 at city hall, code compliance manager Terry Teunis presented leaders with a plan, based primarily on a similar program the city of St. Petersburg launched in 2014.
