The dismantling of a dormant affordable housing program, described as “failed” by its leaders, could begin as early as next month. Frustrated by delays in the yearslong effort to transfer its assets to the city, Housing Opportunities Inc. board members on Monday said they may instead begin to the process of liquidating the remaining holdings and disband the program.
