Fewer owners are late on their mortgage payments in the Toledo area, although the foreclosure rate inched up, a new report shows. CoreLogic Inc., a website that tracks real-estate data, said on Wednesday that 3.26 percent of mortgages in the Toledo area were 90 days or more late in making payments in October, down from 3.29 percent the month before and from 3.83 percent a year earlier.
