The extent of an alleged mortgage-fraud scheme perpetrated by a Lowell businessman may be more widespread than prosecutors have yet charged, according to a civil lawsuit filed against Kevin Taing. At Taing's arraignment Tuesday in Middlesex Superior Court, the Attorney General's Office charged him with stealing more than $ 165,000 from Cambodian-American homeowners in Lowell and Lynn who thought he was refinancing their mortgages.
