Hoping to protect urban core neighborhoods from a flood of boxy duplexes, Orlando's planning board unanimously approved new development rules Tuesday, despite the objections of builders and realtors who called the changes too restrictive. The city's effort to regulate the design of duplexes in neighborhoods such as Colonialtown North and College Park prompted a debate that dragged on for more than a year, including several public hearings and workshops.
