Rosemary Brown, Marcia Hahn and other state representatives have introduced Pennsylvania House Bill 2329, legislation proposed to set up an optional program through which school districts can exclude up to 100 percent of residential properties and farms from taxation. An amendment to the 2006 Pennsylvania Taxpayer Relief Act, HB 2329 proposes to replace school taxes on properties with a public education tax raising the state personal income tax from its current 3.07 percent to 4.96 percent.
