The San Fernando Valley’s housing market started the year on solid footing in January with sales and prices increasing from their year-ago level while foreclosure activity declined, a research center said Tuesday. Last month’s sales of new and previously owned houses and condominiums rose 5 percent from January 2015 while the median price increased 11 percent, according to the monthly report from the San Fernando Valley Economic Research Center at California State University Northridge.
