The ongoing policy debate regarding the federal government’s role in the housing marketplace often pits taxpayers against homeowners, as if their goals are separate and somehow incompatible. Although the national rate of homeownership has dropped to a 48-year low of 63 percent , the fact still remains that the taxpayer on one side of the debate, is also the homeowner on the other side almost two-thirds of the time.
