The housing market isn’t finished cleaning up the legacy of the foreclosure crisis, but it is mostly finished claiming new victims. About 0.38% of loans went into the foreclosure process during the third quarter, according to a report released Tuesday by the Mortgage Bankers Association , the lowest rate since the second quarter of 2005.
