A federal disaster declaration because of Hurricane Matthew has put a 90-day hold on foreclosures of Federal Housing Administration-insured mortgages in Chesapeake, Newport News, Norfolk and Virginia Beach. President Barack Obama made the declaration earlier this month, allowing the Department of Housing and Urban Development to offer assistance to people who have FHA mortgages.
